Mods not saving in game options

I tried my best to look here on the forums to see if I could find an answer, but everytime I open up my sims I always get a notification saying that "mods have been disabled". I then proceed to enable them back in the game options. But then when I launch the game again its says they have been disabled?

I even tried going through all my mods and testing each one. but that was not the problem and I still received that message

Any help would be much appreciated
