@Emmalack09 Try the following.
Rename your Sims 4 folder thats located in your Userfolder to 'Sims 4 Old'.
Start Sims 4, it creates a new Sims 4 Userfolder.
In game check the settings to allow Mods and Scriptmods. After that, close the Game.
Now the game has created a new Userfolder.
Copy some mods from the old Sims 4 mods folder to the new one.
Start your game again and look what happens.
Maybe now the mods and the Popup window about your mods are working.
