To me it seems as though you're not a fan of Autonomy. You can turn this off under Settings> Game Options> Gameplay: Autonomy
If it is set to full, your sims will continue to have a mind of their own. You can even have it set to where the sim you have selected will only move on command. If you'd like to, also just have this setting on during their dinners.
