This subject definitely needs clarity, but clarity alone will do little. It needs reinforcement. What's the point of having rules if there are no consequences for breaking them? I certainly wouldn't care to follow them either. And, this isn't new. This debate existed in the TS3 days too, and I think I remember something being done about it. (even if though the results only encouraged people to find new, ways to violate the rules)
