I play on PC and I do use mods, I don't think I tried out the game without mods yet, and each time I do a UI Exception it takes too long.
Please test your issue on a vanilla game
To verify on a vanilla game, move your mods folder to the desktop and delete the following files from your user folder.
- localthumbcache
- Any lastException Files
- Any LastCrash files.
Test a backup of your save as you will loose all cc on the save and see if the same error occurs, then report back.
I'm not sure how to test a back up save, but the error didn't occur when I did it without mods, I even tested it out with just cc on and no script mods and the error happened.

I have no idea where to read the stickies, but I did update some of my cc on curseforge, mostly the mods/cc that would most likely break the UI, I haven't tested out the game yet though.
