It sounds like you saved the game during testing. You can try rolling back to an earlier version of the save:

thank you so much for responding but it is with all my saves, even some i havent touched in months, i went in and all the cc was reset so i dont know what happened
When you actually load those saves, do you have your cc/mods enabled and present?
