@c6ajvzdqro6v Please test a new save in a clean user folder: move the entire Sims 4 folder out of Documents\Electronic Arts and onto your desktop, and the game will create a new one the next time it opens. (Your saves and other content will be intact in the folder you've moved but temporarily not read by the game.) Don't add anything to the new folder yet; just see how the new save runs. Play in one of the base game worlds.
If you still see lag, please run a dxdiag and attach it to a post.

@c6ajvzdqro6v The obvious issue is that your computer doesn't have a proper graphics driver installed and instead is using the Microsoft Basic Display Adapter. That's enough to cause serious lag all by itself. So please download the newest driver available from Intel for Windows 10, specifically the one dated February 5:
Run the driver as an admin: right-click on the download and selected "Run as administrator." Restart your comptuer when you're done.
If you still see lag, please post a new dxdiag.
