My NPC/townies wear bald cc hair and no clothing

With cc items, you should be able to disable for random in Sims4Studio.

I did go sims4studio batch fix disallow cc run No Fix Needed (167)

after that i go to sims 4 manage other household there's NPC/Townie bald and no clothing 

ritr-3577 Sounds like CC that's broken beyond just randomization. Try a 50-50 test to narrow it down.

Is there like a video tutorial about 50-50 I apologize I'm not good at instructions

ritr-3577 All the videos I know of skip the part where you need to keep mod requirements together (mods often need other mods to show up/work). But if you just do a search for Sims 4 50-50 testing, you'll find lots of guides out there.

Since you have run the batch fix already, I am guessing you have also saved your game with the bald and naked Sims. You can delete the offending families through Manage Households.

I almost forgot, if you want to keep them you can dress them yourself.
