My NPC/townies wear bald cc hair and no clothing
is there a way to fix it

With cc items, you should be able to disable for random in Sims4Studio.
I did go sims4studio batch fix disallow cc run No Fix Needed (167)
after that i go to sims 4 manage other household there's NPC/Townie bald and no clothing
001057392abc Sounds like CC that's broken beyond just randomization. Try a 50-50 test to narrow it down.
