Try moving your mods folder to your desktop and start the game. If it starts normally and you are able to make a sim, place them and play, then something in your mods folder is causing the problem. Then you will need to hunt down and remove whatever file is the problem. If you can't do that then, try a game repair through Origin or the App, whichever one you use.
You could also try renaming your "The Sims 4" folder in Documents too. Then the game will create an entirely new user folder for you. It that works, then you can move or copy your saves and tray folders from the old folder to the new one and see if those will work. Finally, copy or move your mods folder and try again. If the problem comes back, then it's something in your mods folder.
