NAP-mods? Anti-juice?

Are there any good NAP-mods out there that adds custom made NAPs to the game? I found one that replace three with three new ones, but it's not really what I was after. More specifically, I want an "anti-juice" NAP, to balance off the juiced community one. I play the decades challenge and such a NAP would be so good to represent the prohibition period in game.

If there isn't one if anyone knows how to make one? Or rewrite an existing NAP. I would love to nuke the 'we wear bags' one.
