NAPs do not De-Activate, Green Gardening Broken

Even though you have disabled NAP voting for NPCs any NAP already voted in are still there. You need to repeal those.

Green gardening takes more than just a few plants in a Planter. Get a Bee-box. Don't remember if the bug farm is necessary.
