The clean limits do apply to active Sims as well. Force Alien only works on non-played Sims. I just double-checked.
The Fit/Lean limits are definitely on active as well. I specifically added it to keep my Sims from buffing up from every little thing (and also keep the town from being quite so "unfit"). :smile:
