neighborhood stories

Hi! Neighborhood stories - moving out/in is disabled but random townies are still moving in (randomly, at the same time to ALL available houses). This happened to me multiple times, in multiple saves. I thought my save file was corrupted so I started a new one... but in that one this happened again. As I said earlier, it's not that 1-2 households move in... they move in ALL available lots (I assume) at the same time.
