Unfortunately there are a great many reasons it isn't working. Bad CC, recolor CC's without meshes, CC replacements/recolors of game pack items you haven't purchased, bad resource.cfg setup, not to mention operating system problems.
Could also be just that the CC isn't tagged properly. Unfortunately that's the EXTREME majority of CC. It's a shame that with the hundreds of thousands of CC items on the net, the number of CC items that are actually configured properly wouldn't even break 2 digits. Hardly anyone making CC actually knows how to do it properly.
For example: If you're looking for a shirt (in cas), you click on "Everyday" and it shows you a bunch of shirts. Those are shirts that are tagged for "Everyday". If a shirt isn't tagged for everyday, it won't show up there. I've seen a GREAT MANY items downloaded from the major sites like MTS/TSR/etc that have NO tags at all. You click through everyday, sleepwear, formal, etc. It won't appear anywhere. The only way you can see it is to remove the filter at the top and look at everything. It'll likely be there. Try that.
Could also be one single corrupted package is stopping the game from reading anything further. Try taking everything out and putting a few back at a time.
I'd also try the standard stuff: Remove your cache files, do an origin game repair, etc.
