New Family has NPC clones

I created a brand new family after the patch. Once I moved them in I noticed that the wife sim had a clone. i thought it was an odd one off and did a reset and repair without saving. Now my child sim was on a playground and two clones showed up. 

all of the clones are NPC. I cannot cheat kill them. I've removed all mods and custom content and tried that way. I've removed everything and repaired the game. Any suggestions on a next step or is this a bug in need of fixing?
