No "Clean Up" option when selecting dirty dishes? (only "Throw away")

I've searched and searched, and I cannot figure out why this is happening. When I select a dirty dish or glass, the only option that shows is "Throw away"
I've seen things about items stuck in microwaves, ovens or dishwashers - I don't have a microwave or dishwasher, and the oven is empty and able to be used fine.
I've also read that there might be a dish stuck somewhere out of reach - searching the house over and over, I can't find anything. I also saw that if this is the case, you can hire a maid and go to CAS or leave the lot so that the message "a maid visited while you were away" shows - and they would have found and cleaned all the dishes.
I tried to use a mod to change the default plates to something else, hoping it would go from a paper plate to a china one, but it doesn't work. I also thought maybe the cooking skill wasn't high enough, but it doesn't seem to change anything - and I don't recall seeing this on other saves I've played.
I thought maybe having an open plan kitchen might have something to do with it, so enclosed the kitchen into a separate room, but it didn't change anything. I've also tried using several different kitchen sinks.
The above linked thread also advises two CCs cause the issue, AutoBrushTeeth, and Dont wash dishes were you angry poop - however, I do not have these mods.
After repairing the game, and deleting the cache, it still happens.
Has anyone experienced and fixed this? Or know how it should be fixed?
You can start with the lists at Broken/Updated Mods . If that doesn't help, though, you'll need to do a 50-50. 50-50 on your Mods folder.
This means organizing the files there into bite-size batches (with any files they require, like XML Injector or a Core Library mod or mesh) and testing one batch at a time. For each test, delete the file called localthumbcache, then put only that batch in Mods. If your game behaves as you expect, set that batch aside as "cleared" and delete localthumbcache again. If it doesn't behave as you expect, take out half the batch and see if you're closer to finding the culprit. Remember to delete localthumbcache each time. You'll find some 50-50 method tutorials online too. Once you isolate the file, you can go find out if there's an updated version.
If this is a new issue for you, you might first test a batch of things you added recently.
