Nordhaven shows up blank when having mods enabled, even if mods folder is empty

As per the title; after downloading the newest pack businesses and hobbies I cannot enter the new world Nordhaven, it shows up white/blank.

It's just Nordhaven.

Taking out all my (updated) mods and cc does not fix it.

Repairing the game does not fix it.

Only disabling all mods and cc in the options menu "fixes" it. 

I'm on PC, I've never had such an issue before, ever. There is no error code.

I will never play without mods, I cannot, I refuse.

Besides, I'm only using UI Cheats, BB, TOOL and MCCC. I'm just a builder, a great one, I need those mods.
