    As others have said, it's not a bug. The tooltip is just confusing, but it works the same way as the other upgrades in the game. The tooltip is telling you how many parts you're missing. So if it says 2 parts, you're still missing 2 parts.

@Goldielocks403 I think you're right that this is the issue. When it says you're missing, for example, '2 upgrade parts', it means you need 2 more, not that the upgrade only requires 2 parts total. I was confused by this dialogue in the past, before I realized that I needed more parts. The dialogue for upgrading really needs to be made more clear.
