Off the grid doesn’t work?

Hello! 
I have problems with off the grid. My family lives on a lot with the off the grid trait.  But the power works as usual as nothing has happened. They have to collect water as usual so that part seems to work. I do have mods in my game so I thought maybe some of them was interfering with the power so I took all my mods out, but the power is still there?! I turned off and on the trait but still power as usual. I have also noticed that when it’s “saving power day” (or what ever it’s called) there still are power. 

what should I do?
