June update broke day/night cycle

As of the new June 30th update, the day and night cycles are broken. 

For example, if my sim was supposed to go to work at 10am, they now go at 10pm instead. Same with school and events. The world appears correctly (daylight/darkness), the clock in the UI matches it, the timings on the UI like in the work/school panel are all correct. But the sims go off to work/school/etc at night instead of in the day, swapping AM for PM. 

I have never used mods to shift any time lengths or anything of the kind and there was no issue until the update. 

I'm on PC, in case that matters.
