For me the horses were broken due to the Plantsim Inheritance mod (https://modthesims.info/d/663381/plantsim-inheritance.html) - the poses in the tray files were all twisted, also horses themselves didn't have any needs in popup above their head, and in general acted weirdly, standing still and doing nothing most of the time.
