moving this to the mods forum causes yes, this is related to overstuffed households. The game counts household Sims to the max that you can have on any lot. 20 - 29 is -9 so no one else can spawn.
You need to also adjust the max of Sims you can have on a given lot in MCCC to fix this.
It was set to the max on MCCC for children and people in general for the household. I uninstalled it and reinstalled it and reset the settings and still no results.
jduhadway1204 I recommend getting support from Deaderpool's server on how to undo the mod effects.
