Parents won't put toddler in high chair

Steps: How can we find the bug ourselves? Try to put a toddler into a high chair
What happens when the bug occurs? My sim goes to pick a toddler up only to immediately put her back down
What do you expect to see? I expect to be able to put my toddler into her high chair so that she stays there and eats.

Please describe the patch or change you made. The Infants patch
The Infants update patch caused my sims to be unable to put their toddlers into their high chairs. I am using base game high chairs and not custom ones so they should be usable. I took out most major mods and only really have CAS custom content.
