Just to be sure what you are trying to do, what event are you trying to plan? (Dinner party, House party, etc.) Some of them like the Mountain Climbing Expedition work a little differently than others.
In the pic, you are showing the panel for the sims you have met. That panel generally does not show your active sim in it (the one planning the event) if I remember correctly. From what I can see, it appears that you are playing a 1 sim household that has not met any other sims. Did you try clicking on the household button (3rd button from the left) to see if your sim is there? She should be and then you can select her as the host. If your sim does not show in the household selection panel, then something is off and as @puzzlezaddict said, you need to try in a new save to see if it works there.
Another thing you could do is go out and meet a few sims and see if that makes any difference.
