weird that you were able to place it there in the first place
Did you try the set as head cheat (make a backup first)
You can set it as head and then walk on the lot and release it again
There seem to be several methods to do this: objects.remove_object_set_as_head or simply use reset object (debug) you get on shift clicking
I don't have any mods on my game and not sure how to do the set as head thing, remove or debug item. I tried shift clicking but that didn't do anything. Do I have to set up a special thing before I do this?

you need to put the cheat testingcheats true first
Open the cheat console with ctl-shift-c, then type the cheat and close the cheat box with ctl-shift-c
Then shift click on the object with your active Sim and you should get the option.
Make a backup of your save beforehand.I've finally gotten to try this. I don't seem to be doing it right. Still can't get the tree off the side walk. I've tried the cheat you suggested, and the shift click after entering cheat mode, but nothing seems to happen. Not sure what to do
