@niyahhmonaeelol A few things to check:
1. Do you have script mods not showing up? Check that you've got that box ticked in Options > Other.
2. Do you perhaps have two different folders called "Mods"? Use this method to find the one the game sees: https://sims4.crinrict.com/eng/2018/07/how-to-find-your-user-folder/ Head here if you use OneDrive, so you can get it to stop touching Sims content: https://answers.ea.com/t5/Technical-Issues-PC/CURRENT-ISSUE-Sims-4-saves-user-content-disappearing-PC/td-p/12475370
3. Do you have files too many folders deep in the Mods folder? Script mods (mods that include a .ts4script file) can be only in Mods or in Mods > A Subfolder. Mods that are just .package files can be deeper, but no more than 5 folders deep.
4. Have you recently deleted the files localthumbcache.package (in the folder The Sims 4) and resource.cfg (in Mods)? Do that and let the game make new ones.

@niyahhmonaeelol Please check #2 - find the exact location the game is looking for your mods in and make sure that's where all your CC and mods are.

i think i got it , i deleted my one drive because my mods and cc kept going there. i deleted my ea app and i downloaded it back but when it was downloading back it asked me did i want to make changes , but then it said something about it being on my c drive but in dont want anything in my c drive because its no storage , then if i click yes i will have two mods folder and the one that i think is in my game it is not , its the other one in my c drive. i just dont want to mess up andf have to do it all over again.
