@Dave-1stReaper Which world are you playing? Is it San Myshuno from the City Living pack? Sometimes when a neighbor knocks on the door to one of those apartments, you might see alternative dialogue options that will say something like "Agree to Hangout" or "Invite to Eat". If you see any of those, try clicking on it before you attempt any other interactions with the visitor.
What happens if your Sim uses their phone to invite a friend over to visit? Do they come inside ok? If you have the Get Together pack, try joining a Club with other Sims, or create your own Club, and then start a club event from your home. The other club members should come inside without having to be invited in first.
Also, are you using any of the No Trespassing settings for your front door? Make sure you are not disallowing neighbors.

i dont believe i remember seeing thoses commands
(agree to hang out or, invite to eat), i do remember seeing "send home" as one of the options
so im presuming surely that means they've been "greeted/invited in right ?.... i mean lol if someone tried to "send me home" out in the hallway in real life, i'd laugh and tell them where to go XD
(selecting send home, does however make them leave the hallway)

i tend to go for the medina studios apartment, 390?... i believe (the one with penny pinching and gnomes traits)...
i think the invite over ....kinda worked?.... one time the sim in question was standing outside the aparment block... not 100% sure what happened there... maybe my sim decided to go down to her and it stopped her coming up i dont know....
another time was my sim invited vlad over whom came after a few mins and did his vampire smoke thing to welcome himself into my apartment ........rude.....
not 100% sure if this was the cause of it bugging out or not,,, but i noticed if i speed up time to as they came, returned to normal speed, waited for them to do the knocking animation then going to them, the invite in option would show up aswell as the rude, friendly, and other intros...
.......mmm hang on but then again im sure it still bugged up sometimes after they did that and i had the welcome wagon buff showing up in the top right......
ill need to do some more testing into it...
but after the 8th? time of starting new saves i finally got it invite in showing up so i made a backup save and not played sims since... just felt like having a few days off thanks to the massive headache it give me ☹️
@Dave-1stReaper I've played all of those Medina Studios apartments quite a lot. I've never had any issues with inviting neighbors inside for any of them. I'm not using any tricks like changing the game speed. By default, you'll only have one neighbor in that building, Salim Benali, so you probably won't get as many visits as you would if you had more neighbors. Maybe you can try putting more Sims in the other empty apartment across the hall? If you cook meals in your apartment, your neighbors might ask to come inside for something to eat. If you sing or play music, they might ask to come inside to join your fun (just don't play the music too late at night or they'll angrily pound on your door). After you get to know them better, they will knock on your door because they are bored and just want to visit. Give apartment keys to your Sim's friends and they should show up for random visits & they'll come right in without needing to be invited. They don't even need to be neighbors; they can be from wherever.
I'll have to check; I think "send home" is something you can do even before they are invited in. I think that is what I use to make Vampires go away if I don't want them to come inside. They're always up to no good, so I don't care if this hurts their feelings ;-D
Sims you invite over by phone should spawn right by the elevator, unless there is a festival going on outside, and then maybe they'll spawn closer to where the festival booths are.
The Welcome Wagon only happens when you first move in & it's been so long since I've done that part, I don't remember exactly how it works for apartments. I think it's the same as any other residential lot though-- neighbors from your building and other apartments in the Arts Quarter will show up for a timed event. You should only have to invite one of them inside and the rest will follow. The Welcome Wagon events work differently than regular visits & lots of times I just skip it.
If you are using mods, maybe just temporarily remove all of them and try a mod-free test save, just to see how everything works in your game, and then add your mods back in later after you've had a chance to see if it all looks good. I use lots of mods in my game & none of them have caused any problems, but who knows, maybe some mods do?
I love San Myshuno-- I probably play it than any other world. I usually play one of the Spice Market apartments, just because there always seems to be lots of things going on in the market plaza. The views from those Uptown apartments are amazing. I never get tired or bored with it.
im aware the welcome wagon buff only appears when i first move in,
ive been using that and the first visitors to find out if my game feels like having a dicky fit or not, as i found it pointless continuing a game that isn't going to work correctly.
im aware of the single dude living in the flat with the bubbleblower on that floor,
the first people that tend to knock on are the black family that wears yellow
(with the male that looks like a slimmer version of eli from evil genius,,, im horrible with remembering names,

Baako Jang, got the name, it seemed to happen as Baako was about to come closer to the door, (where a sim would in normal cases knock on the door, he seems to stop just to the right of it, and that would in turn case the single fella next door to stand a little off to the left (depending on camera angle)

now that ive had a day or so off the sims and my headaches gone,ill boot up the game after i re-update the mods im using, and see if i have any more problems..
honestly tho... i dont know whats causing it, or why it happens, but im not lying when i said come times the invite neighbour command shows up and some times it doesn't
(regardless of if i had a working save or not :< )

not 100% sure if 390 is the best plot to start with XS but i like it lol

alright it appears that it ...might be ?... baako causing the bug out,,, or maybe anyone who stands between the door and the message board????
so heres what i did, right after starting the new save (saved right after moving my sims in) and commanding them to do stuff inside the house,
i speed up time for 30 ingame mins then returning to normal speed in fractions till about the time when people would start knocking on,,,
i witnessed Salim come out of his apartment and come streight to my door, knock on then take a step back, i in turn managed to get the invite neighbour in option.
going to reload the same, save and wait for Baako , or his wife? to attempt to knock on after coming out of the lift.... to see if it triggers

ok after speeding up and slowing down countless times i finally found it!
ill attach a screengrab of the moment in question...
Salim Benali comes ot my door = he knocks on, steps back, i can invite in and game continues like a joyful child in a candy storey.
Baako Jang comes to my door = he'll "start" to walk to my door but seem to ........get stuck? / change his mind between wanting to knock on my door, go to the message board?.. i have no idea... but he'll just stop every single time, just short of my door
<now here seems to be the point it triggers no invite showing up
if salim and baako will just stand there with no option to invite, and if my sims talk to them automatically... thats when the heads start
now...
if anaya knocks on the door, it'll ?un-bug? the issue and i can get the invite in option regardless of who i click onto (i presume)
if she doesn't appear / doesn't knock on it gets locked into a state of "oh lets just stand outside your door, make you come chat to us, but not come in" untill they * off
