@WillowTeaLove  I've merged your post with the master thread for issues using mods.  Neither folder you've listed is the correct one.  Program Files > EA Games > The Sims 4 contains the game's progrm files, not the user folder.  The user folder is in Documents > Electronic Arts, but in the proper Documents folder, not one you've created on your desktop.  Here's how to find the folder Sims 4 is actually reading:

@ShaeBug15  I've merged your post too.  It sounds like Sims 4 isn't reading the folder on the external drive.  You can use the link above to find out what folder the game is using.

If you want Sims 4 to read the folder on the external, you'll need to create a symbolic link to tell it where to look.  Here's how:

    So part of my problem was that my game was saving to the OneDrive pathway, which I didn't know existed. I've disable OneDrive every way possible and moved the folders over to the Users pathway but my mods still won't show up when I enter the game.

    @WillowTeaLove  Please confirm in-game that Sims 4 is reading the folder you want it to use, the one that has your mods in it.  If it is, and the mods and cc don't show up, remove the Mods folder and start the game to create a new one.  Download a fresh copy of one mod, something confirmed compatible with patch 1.99, and test only that.  Don't forget to unzip it if necessary.
