Weather is more or less random so you can get long runs of a certain type of weather from time to time. It happens in all zones where weather is active.  But if you play long enough, you'll notice that it isn't the same from year to year.  I had a run of rain and T-storms in Brindleton Bay where I went 44 days with only 2 days of sunshine along the way once.  So, it can happen.

There is something you can do about the weather though.  First, take a look at the weather options in the Gamplay Options>Environment under Seasons. You can turn rain and T-storms and Snow and Blizzards off altogether.  You can only have rain and snow as well or no inclement weather at all.

But if you want to play with the full weather on, then there is a way to control it by placing a Dr. June's Weather Control Device Machine on your lots.  Once you upgrade it, you can control the weather in that zone and change it to whatever you want while you are there.  I put one on just about every lot where there is room for it.  I use them on both residential and community lots.  The only issue with the machine is that if you travel, you will need to reset the machine settings when you return to your home lot as the settings do not hold through travel.  But I can tell you from my own experience, that it works to stop long stretches of bad weather and to get rid of inclement weather when you go to events like the CL festivals, CotL village fairs, etc.  The weather machine won't work in a few places like in Strangerville while the story is active or in the Mt K upper zone where you go skiing where snow is always present.
