This sounds like you have the We Wear Bags neighborhood action plan enacted in your neighborhood currently. With this particular N.A.P. every townie will wear paper bags on their head- if you're wanting to repeal this N.A.P. you can do that by voting for new one through your mailbox between Friday evening and Monday morning.
