+1 This is still an issue today.
I'm helping a simmer troubleshoot this nonsense.
ForceOff worked but using ForceOn after ForceOff on the same sim does nothing.

I've got a solution if you're on PC/Mac.
Install MC Command Center, and the instructions to remove the cheat from a sim is as follows:- Click on your Sim.
- Click on MC Command Center.
- MC CAS.
- Manage Traits.
- Remove Trait.
- Type in or copy and paste "breasts" without the quotations.
- Click OK.
- You should see "trait_breasts_forceoff" in the list, click on it to remove it.
- Click OK.
- Exit the MCCC popup.
- Save and Exit to the Main Menu.
- Resume your game and enjoy your breasts.
Use Add Trait to add the "ForceOn" trait to your sim for the opposite effect.
Hey so I know this reply is from ages ago but I also need help. I tried what you suggested and it works for about an hour before it magically reappears. I will still actively be playing the game and all of a sudden my male sims wearing a bra again because the breast trait reset to him having breasts. Do you know how I can fix this? I followed your suggestions to a T but it’s only working temporarily for me.
@17Marley17 Unfortunately, I've yet to find any discussion of a method that isn't temporary. It seems to be one of those indications that sometimes "cheats" are unsupported for a good reason, and it seems common to have to redo the cheat removal regularly. There are mods that leave behind this problem when you remove them too. There are also mods out there that might provide you with a faster way to implement the cheat removal, but they don't provide a permanent solution either, based on discussion I've seen. In the long run, your permanent option might be to recreate the Sims affected.
