Hello!  i tested this in my game and the lights are working.  They turned on along with other outdoor lights around 9:30 pm in-game time and turned off around 4:30 am.  Could you maybe double check these items again between those times in your game?

Unfortunately the lights don't turn on at all, no matter what time it is ☹️ I'm not sure what I can do to fix it, since it doesn't appear to be a glitch that happens to many people, & it goes by unnoticed by the Sims team.

I'm sorry to hear that and I wish I knew what was causing the problem in your game.  Does this happen on all lots?  Have you tried checking them in a new game save?  Perhaps you could try a game repair?

Hello again! Yes, happens on all lots and different saves. I've also tried to repair the game but nothing changed. I'm thinking of uninstalling and reinstalling all the games, but I'm worried I'll lose my saves..its the one thing I haven't tried

@shethesim  Uninstalling the game only removes the game files, not any of the saves, tray files, etc.  Although, if you're still worried, you could save your current TS4 folder in another location like your desktop or a USB drive.  Just go to the Documents / Electronic Arts folder and copy the TS4 folder then paste it somewhere else.  After you uninstall / reinstall, launch the game.  I think you'll find all your saves in tact.  If there is a problem.  just replace the TS4 folder with the one you saved.
