Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199

You won't loose anything. Just make sure to not delete any files  and make a backup.

After renaming, repair your game by right clicking on the game in Origin.

Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.

  • Options.ini (or just re-set all your settings manually)
  • Tray Folder
  • Screenshots/Videos/Custom music
  • Rest of the save games (leave out slot_00000001.save which is the autosave and no longer needed - if you still have it)
  • Custom content like clothing, hair, skins, make up ....
  • ConfigOverride, if you have your own configuration files.
  • Mods (one by one, making sure they all still work)

The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.

    I've done this. Several times. 
    I've even reset the whole game by uninstalling it and reinstalling it. This issue still persists. 
    (and yes I removed ALL files before reinstalling. I'm on a new install now. 
    NO mods at all. All packs except the ones i listed and they still do not 
    wash dishes. I didn't build my home. I chose an apartment on purpose hoping it 
    was just the sinks I was picking and nope... its still the same.

    I removed all Sims related files (every single one) 
    I uninstalled the game in full. 
    I removed all All mods. (saved in a separate folder on my desktop) 
    rebooted my computer. Checked in my Doc folders to ensure there wasn't a Sims 4 folder. 
    *there wasn't*
    reinstalled the game. 
    started the game. created my Sim. Saved. 
    checked folders again (new Sims 4 folder is now there) 
    moved her to an apartment. 
    saved again. 
    Tried the sink. Nothing. (no menu to clean)

    @JaideMoon Do you have a menu to clean on the dirty dishes (I know you said you didn't in your Initial post but is that still the case after doing all that) ? Don't think the sink is supposed to have a clean up interaction. The dishwasher should have a load dishwasher option, the dishes a clean up dish interation

    I am having this SAME exact issue and have tried removing mods and CC, uninstalling and reinstalling as well as tried repairing too :/ All I can do is select "throw away" on dishes and with this new "perfectly pristine" aspiration- I won't be able to move on from it unless I cheat past "wash 3 dishes" >.>

    There used to be a menu interaction that said "Clean up" and it hadn't worked at all for months. 
    I got the most recent update and now the new package (Cottage living) and guess what... the damn menu is back! 
    (and YES I put my mods back into my game after my cottage living update) so I don't know what the heck happened! 
    but it's working now. *I think it was a EA update issue...*

    I have tried everything as OP has :/ but unfortunately with the new update and game pack, I am still having this issue
