I hope this will help, I had more or less the same problem, although in my case "Enable Follow Messages" didn't appear in the career panel of my teen Sims.

At least for me, the faulty mod was this one:

MSQSIMS_25_Vacation_Days_School_Mod (not updated on my side, but the modder updated it on July 28, 2022).

I still need to check that I can follow my teen Sims to high school, but at least now their career panel is complete.

EDIT: after removing the mod (or maybe it's enough to update it) my teens go to high school and I can follow them.

So, now it's working for me.
