No, the names do not have any special characters. I would understand if that were the case.
It's for all Sims, even the ones who are still alive and good friends with my Sim.
They are ghosts, but I tried one that was alive as well to test if it was just that.

No, I have not tried with IDs.

Can you try with SimID ? Use the cheat: sims.get_sim_id_by_name <firstname> <lastName> to get the id
Yes, testingcheats is on.
I could test a new save real quick.
It does not let me use the ID.
