Whenever I first load up the game it’s fine, it’s after that I have been playing for awhile that it starts doing the blue icons, and if I enter build mode it makes the game unplayable, I can’t save/exit, my sims picture disappears, and everything on the bottom like the panels are also gone.

So I did that, and I also unlinked onedrive from my PC. The attachment I added is what my game was saying prior to me unlinking the onedrive.
but the second image is what it’s doing with the moodlet icons after clearing the cache file and adding the mods folder back in. Without the mods folder it’s normal.
@Abigailnicole76 You can start at Broken/Updated Mods & CC to find mods to update. Some might have been updated to make their custom icons compatible with DX11. You can also try a Sims 4 Studio batch fix, but I don't know if this batch fix does mod icons or only wallpapers; do remove any default replacement CC temporarily when you do this. Apart from that, instructions for Mods folder testing are in How to Use Mods and CC

I ended up taking my mods out, I only have 6/7 of them. Turns out it’s healthcare redux and divergent by adeepindigo! And I’m not the only one having that issue after I did some searching on their patreon. So I took those two out until they fix them. Gameplay is back to normal!
@Abigailnicole76 It could just be a DX11 issue that switching back to DX9 would fix.

What is that? And how do I do that?
@Abigailnicole76 If you're on a Mac, this doesn't apply to you. If you're on PC, see https://forums.ea.com/blog/the-sims-game-info-hub-en/embrace-a-change-of-heart/4963562 about the update for Sims to use DX11. If you want to try switching to DX9 now that DX11 is the default, see https://answers.ea.com/t5/PC/DirectX-11-DX11-for-The-Sims-4-A-Step-by-Step-Guide/m-p/13711976
