Female ghosts can't have babies. Nor can a male ghost father one on a living sim. So, that is why the Try for Baby option is not there. It's just the way the game works.

I'm not quite sure how people can have ghost babies unless it was in the other sims games, such as Sims 3.
Afaik, there is no way for ghost babies to exist in TS4. The only way it could even be possible is via a mod and I don't know of any mods that do that. I've never seen or heard of it either. Babies are not really sims, they are objects so it would be difficult to do, if it could be done at all. And toddlers also can't be ghosts except by mod since they can't die normally. Children and older can die and be ghosts though.
In TS2, it was the same way. Only children and older could be ghosts. I don't know about TS3 as I didn't play that.
