I just figured it out - you need two more eco upgrade parts. Mine said I was missing 1 eco upgrade part. I pulled all my parts out of my inventory and it said you need 7 more (I had 6 in my yard). I fabricated 1 more and put the 6 in my inventory and it allowed me to upgrade. It says "missing" so you need 2 more parts. Some parts I found in the dumpster and some I fabricated.

@Goldielocks403 I think you're right that this is the issue. When it says you're missing, for example, '2 upgrade parts', it means you need 2 more, not that the upgrade only requires 2 parts total. I was confused by this dialogue in the past, before I realized that I needed more parts. The dialogue for upgrading really needs to be made more clear.
