@TriplFresh A few things you could check on and try...

  • I assume you already have roommates from the wording in your post and that you own the necessary pack to have this option (Discover University)?
  • How full is your household and how many roommates do you already have? Households have a limit of 8 Sims with pets counting toward that limit of 8 (plus if you have a pregnant Sim &/or pet the number of Sims/pets each of them is carrying in that pregnancy counts toward the household limit), plus you can have a butler that does not count in that limit of 8. In addition to that number of household members limit you can have 2 roommates. If you have less than 8 in the household/pregnancies you can have more roommates up to stated limits/conditions.
  • I'm not sure how many things you tried, and they fixed the issue with needing a bed for each animal and toddler, but some people also had issues with double beds either not counting or not counting as two people's slot. I did not have that issue personally with the double beds, but you could experiment with adding a basement room on the lot with no access (if it's not an apartment and you're able to do this) and just extra single beds and see if adding beds there also helps? I had one lot where I kept adding until I reached the number where it allowed me to advertise. 
  • There are some tips on roommates that worked for me at this link, but some of these may have changed since I haven't played roommates for a few months? There are also links listed at the bottom of that page with bug reports on roommates that may have updates &/or workarounds.
  • Is your game fully updated? There was an update(s?) to roommates (bed issues and fussiness of roommates).

    How to update your game:
    • open Origin
    • click ‘Game Library’
    • right-click Sims 4 > Update Game
  • You could try a game repair, just in case anything is missing or off in the game files.

    How to run a game repair:
    • Open Origin, click ‘Game Library’ then right-click Sims 4 > Repair Game
    • Let it run until it has completed all repairs (it will do the base game first, then run through each of your DLCs (Expansion Packs, Game Packs, Stuff Packs and Kits).
  • You said you tried removing your Mods and this didn't help. Did you also remove the cache file? You could try again to remove Mods/CC & their cache in the manner mentioned in this spoiler tag to see it that makes a difference:

    Please move your Mods folder from your "The Sims 4" folder [Documents > Electronic Arts > The Sims 4] to your desktop (save it for reference) and delete the localthumbcache.package file in your “The Sims 4” folder. Then check in a new game save to see if this issue is still occurring. If the issue is gone, please re-add the Mods/CC one at a time until you find the one causing the issue. If you have a lot of Mods/CC you can try the 50/50 Method. You can do all of this testing without saving in order to identify which CC/Mods are causing the issue, then remove or add updated version(s) of the Mod/CC causing the issue.
