Yeah, you did but I was just making sure. Just checking the box and restarting doesn't always reenable them. Sometimes it takes a couple tries. I've had it happen. Never hurts to try again. But since you haven't updated, then that's probably not why they are disabled.
So, back to the basics. Are any other mods and your CC showing up on the startup list popup? Or does anything show up when you go to live mode, CAS or build mode? If nothing is showing, then do you have One Drive or the Mac equivalent active? The game might not be looking in the right place so check the path to your user folder (The Sims 4) to make sure the game is using the right folder.
Another thing you can try: Do a user folder reset by renaming or moving your current The Sims 4 folder then start the game, create and place the sims then save and quit. Then copy your mods folder from your existing folder to the new one and restart to see if the missing files are on the popup list. If they do, then quit and transfer your saves, tray, and configoverride (if you use any overrides), over to the new folder the start the game and check to make sure everything is back as it was.
