No sims usually are not able to have romantic relationships with family members & As far as I know in the past romantic socials were not a thing with a sims family members.

@Jamekah31 I'm from Switzerland but there's lots of countries where this is possible.
There's no direct line to cousins and I remember this being a discussion before. I'm just not 100% sure how it works in Sims 4EDIT

So I did some testing and direct cousins don't seem to be able to flirt since they are identified as cousins. Are yours identified as cousins ? You're saying it's the dad's and aunts cousin which isn't a first cousin if I understand you correctly.
