@Sherellesnel , I'm playing on a PC with no Mods or Custom Content (CC) and I'm able to use the fertilizer for the oversized crops. Are you, by chance on a console? ๐ค Or if you are on a PC or Mac, do you happen to play with any Mods or CC?
Also, is is just on this one lot or is it on other lots as well? What about in a different Save Game file?

You could try to move them out and then move them back in if you like. But if you are going through all that trouble it might be better just to move them wherever you like.

Often just traveling with the entire family to a community lot and then back home will fix problems like that, but not always. Sometimes you have to move the family.
