did the sim have a dislike for the skill or was in an uncomfortable mood (it could also be hidden behind a stronger mood)?

No, the sim actually has gardening set as a like, and was in usually a flirty mood. i am used to, when starting the skill out, for it to get you, or almost get you, to level 2 when you plant and water around 10 plants. even having the sim read a skill book goes ridiculously slow. at level 2, it goes even slower than it used to go to get from 9 to 10. So it has nothing to do with the sim, unless EA intended for it to take 1000 or so sim days to get to gardening level 10 now?
i went to start a new game to be able to tell how much experience just starting of will gain me for gardening. with a flirty mood and i love gardening moodlet boost, planting and watering 9 plants only got me 5%. That is far less than usual.
actually, seems like i have found the issue, it is a custom trait somehow causing it. sorry for the trouble....
