What do I need in my mods folder. When I get in my Sims 4 game my Sims hair just looks like this. I recently just emptied my mods folder maybe I got rid of something I shouldn't have.

You don't need anything in your Mods folder. The folder is there so you can use Mods and/or CC if you so choose.
It looks like you have a broken piece of CC in your Mods folder.
Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game.
What is localthumbcache.package? Or what should it look like? btw I'm on a Mac not pc

Are you wondering why there are streaky black lines in the hair? This has been reported a lot over the years and is usually down to low spec. machines and high poly alpha CC hair. Which model Mac do you have? I have the MacBook Air
