You enacted the "We wear paperbags" NAP. You can repeal it. You should read the description of all possible NAPs to see which ones you will allow to get enabled.

So I own a barley everyone comes in with paper bag over head , I want to options turn off eco and also the NPc bit they still comes in with paper over head in this only when I opening the barley

Please read already given answer. What is a barley?
