There is no general etiquette. You would need to ask or look at the specific creator's ToS (if you care enough to do that)
Me, personally? Even if they said personal recolors were not allowed, I'd still do it if I wanted to. It's ridiculous to not even allow people to edit something for just themselves, the CC itself was created entirely on that principle.
