Refer Mod Not Working For Me

I've downloaded this mod, like, four separate times. It never works, I always get the notification that the mod isn't loaded because it's missing important files. I have the Main mod that goes along with it and both mods are in a separate folder (only one deep) so that all the files are together. I'm not playing on a mac computer either so that can't be the problem. I know this mod works for other people so I'm not sure what I'm doing wrong.
