- I use NPCC. It limits the amount of townie generation and prefers to use existing, homeless sims for NPC roles.
Just fill up your game with “Not in world” Sims that you created or got off the gallery and they’ll be used as NPCs. Townies only get generated if you don’t have enough Sims to fill all the required NPC roles. I have around 300 sims in my game and no townies have been generated yet.
