So I was downloading some mods and they said to add that text to the resource.cfg file. So I opened the file in notepad to add the text and now the file is showing up as a notepad and its just called ...

There is no problem with the file being connected to notepad. What has happened is that windows now recognises that the file can be opened with notepad and now it will do so when you double click it. No need to try to reverse this.
